The Report of Survey provides a baseline of data and other supporting information, which the structure plan uses to base its strategy and policies upon. The Report of Survey is not simply a collection of technical information relating to the North East, although it does indicate where this information can be found. The Report of Survey is an explanatory document, which indicates how strategic issues are selected and provides information on resources for implementing the plan.

In addition to the main Report of Survey document (published June 2000) there is the Report of Survey Addendum (published April 2001) and a Composite Report of Survey (amalgamation of the two files).
